Home Consulting Services Strategic Reconciliation Model

The Centre for Cultural Competence Australia (CCCA) offers a strategic outcomes-focused framework to help organisations drive measurable and lasting change for Aboriginal and Torres Strait Islander peoples.

Grounded in cultural safety, accountability, and measurable impact, our reconciliation model enables organisations to:

  • Identify, manage and deliver reconciliation initiatives (including existing RAP commitments).
  • Align activities to long-term strategic objectives.
  • Track and evaluate performance across programs, policies, and people.
  • Ensure every initiative contributes to improving Indigenous lives.

At the centre of our model is the CCCA client, surrounded by five interconnected domains of engagement: Stakeholder Engagement, Governance, Community Engagement, Employment & Leadership, and Supplier Diversity.

These domains guide the development and implementation of reconciliation actions across policy, service delivery, and structural reform.

The CCCA strategic model

Closing the Knowledge Gap

A key barrier to reconciliation and positive outcomes remains the cultural Knowledge Gap -  the gap in understanding, awareness, and capability between Aboriginal and Torres Strait Islander peoples and non-Indigenous Australians.

Organisations cannot close the gap or deliver sustainable change without first closing the Knowledge Gap at both an organisational and individual level.

The Knowledge Gap affects:

  • Internal capability and confidence.
  • Relationships with Aboriginal and Torres Strait Islander peoples.
  • The design, delivery, and success of services and initiatives.
Closing the knowledge gap

Where the Knowledge Gap Manifests

This Knowledge Gap does not exist in isolation, it flows outward, influencing critical touchpoints across every part of policy, program, and service design.

The Consequences of Inaction

Failure to close the Knowledge Gap has measurable and lasting consequences, not only for Indigenous communities but also for the effectiveness of government and organisational investments.
